A request for copies of the records could be done at both the national or state level and the local or county level, with both levels having their own methods that could be used when making the request. A request for copies of the records at the national level would be to make the request through the mail, while a request at the local level would be to make the request either through the mail or in person. In the end, it is the decision of the person making the request as to which method he or she would use when making the request in question. It must also be noted that requests at the local level are limited in the sense that these offices could only present records that correspond to marriages celebrated within their jurisdiction, while such limitation is not present at the national level, though there would be a lot of records that would have to be searched.
