Although it is true that divorce is something that would usually involve only the formerly married couple, it is also true that divorce records like Los Angeles County Divorce Records are some of the most requested for records from the government, and the reason for this would be because these are the official records of the government in regards to the divorce, thus, they are the best evidence that could be presented by any party in order to prove the fact of the marriage. Note further that the presumption is merely prima facie and could be overturned through the use of competent evidence.
Divorce records could be requested from a number of sources at both the local or county level sources and the national or state level sources, though most people would make the request at the local level as there would be fewer records that would have to be searched at this level. the actual method for making the request would depend on the office where the request would be made, but take note that requests for records at the local level are usually done either through the mail or in person.
